Historic District Rules
What the Architectural Review Board reviews, what it doesn't, and how long approval takes.
What can you change on a house in Fredericksburg's historic district?
Anything visible from the street — new windows and doors, additions, demolition, signs — needs a Certificate of Appropriateness from the Architectural Review Board. Repainting, landscaping, like-for-like repairs and storm windows don't, and the ARB doesn't review paint colors at all.

What needs approval and what doesn't?
The test is whether the work can be seen from a public street, sidewalk or City property.

Are there tax breaks for restoring a Downtown house?
Yes — state credits for homeowners, federal credits for income property, and a City tax abatement.
Credits run through Virginia DHR and the National Park Service; the City has no role in them. Confirm current rules with DHR before you count on them.

What's the trade-off?
You give up some control over the outside of your house, and some projects wait a month or more for a hearing. In exchange, so does everyone else on the street.
