Does Downtown Flood?

Checked 16 October 2026

The short answer

Does Downtown Fredericksburg flood?

The low ground along the river does. The City's plan says Sophia Street has low areas in the floodplain and floodway, and the City's 2018 park design put Riverfront Park in the 100-year floodplain, before the 2023 maps. The Rappahannock's record crest at Fredericksburg was 42.6 feet in October 1942; new FEMA flood maps took effect in April 2023 and changed the flood risk for more than 1,000 City properties.

History

How bad has it gotten?

The worst floods on record are 1942, 1937 and Hurricane Agnes in 1972. The most recent big one was June 2018, when the river rose about 4½ feet over flood stage (our math from NWS figures).

Those old floods were measured on an older river gauge, so their heights don't line up with today's readings. On today's gauge, flood stage is 13 feet, and the 23 June 2018 crest of 17.55 feet is the highest on the National Weather Service's list (list dated January 2020).

Insurance

When is flood insurance required Downtown?

If the home is in a high-risk flood zone and you have a federally backed mortgage, flood insurance is mandatory. Virginia sellers don't tell you either way, so check the map yourself.

How to check

How do you check whether a Downtown address is in a flood zone?

Use FEMA's own map, not a listing site, and do it before you write an offer.

  1. 1
Look up the address on FEMA's Map Service Center

Search the address at msc.fema.gov and note the zone (A or AE zones are high risk; X is moderate-to-low).

  2. 2
    Ask the lender early

If the zone is high risk and the loan is federally backed, the lender will require flood insurance — get a quote before you commit.

  3. 3
    Ask for an elevation certificate

It shows how high the lowest floor sits relative to the flood level and drives the premium.

  4. 4
    Call the City

Fredericksburg participates in the NFIP; its floodplain rules are UDO §72-34.3. The NFIP page names the City contact.

The trade-off

What's the trade-off?

The river is the view and the risk. The blocks nearest the Rappahannock are the ones in the floodplain, so a river-view house can carry a flood-insurance requirement that a house a few blocks uphill doesn't. Any new flood policy has a 30-day wait unless you buy it with the mortgage at closing, so price it before you're under contract.

Questions people ask

Quick answers

What is flood stage on the Rappahannock at Fredericksburg?
13 feet at the current gauge (18 feet at the old one), per the National Weather Service.
Do I need flood insurance if I'm just outside the flood zone?
Not by federal rules: the requirement applies in high-risk zones. You can still buy an NFIP policy outside them.
